In February 2009, authorizes seized 283 dogs from Thornton's Kennels in Wayne County. Local, state and national media showed dozens of Yorkshire terriers, Lhasa apsos, shih tzus and chihuahuas housed in filthy, cramped conditions.
The case prompted State Senator Don Davis to introduce Senate Bill 460 - directing the NC Department of Agriculture to establish standards of care for animals at commercial breeding operations. The legislation would also require dog breeder to obtain an annual license.
While some called the legislation “common sense” others charged the measure was over-reaching, a waste of money, and part of a much larger agenda by animal rights activists.
The NC News Network examines how the legislation has pitted the state’s hunters and the American Kennel Club against the Humane Society and those who would be charged with enforcing the measure.
