(CHAPEL HILL) -- Protests are expected prior to the UNC Board of Governors meeting on Thursday. The protest is over proposed tuition hikes at every campus in the UNC System.

UNC-Chapel Hill wants to charge students an extra $2,800 during the next five years and Chancellor Holden Thrope said such decisions are not made lightly but are made based on revenue sources.

"Like lots of the universities in states around the country we're struggling with the percentage of our budget that's coming from state appropriations and we're seeing that decline around the country," said Thorpe.

Votes by the Board on tuition proposals are not expected until at least February.
