(RALEIGH) -- It is tough to get votes when people do not even know there is an election going on. That is the challenge facing candidates in Tuesday's primary runoff election.

They are running for Council of State, the state legislature, and Congress.  Candidates that did not get at least 40 percent of the votes in the May primary have to hope voters turn out to support them in the primary runoff.

Gary Bartlett with the State Board of Elections predicts turnout will be around 5 percent.  "The primary election in May had about a 32 percent (voter turnout) and our upcoming election will be close to 70 percent, that is the November election," said Bartlett.

Early voting leading up to the primary runoff election attracted less than one percent of registered voters.
