RALEIGH -- Governor McCrory gathered with lawmakers Wednesday outside the executive mansion in Raleigh making a major education announcement. State House speaker Thom Tillis proposed a new plan for teacher pay raises in North Carolina that does not take funding from the state lottery.

Tillis said, "There's a debate about the lottery proceeds, we've taken that off the table. Additional lottery proceeds are not needed, to do this bill."

The abbreviated budget bill passed the House Appropriations Committee later Wednesday. Tillis says he's hopeful the public and the Senate will agree with the House plan.
