Governor McCrory Appoints Daughtridge to Industrial Commission

Raleigh, N.C. - Governor Pat McCrory announced today that Secretary of Administration Bill Daughtridge has been appointed a Commissioner of the North Carolina Industrial Commission.
“Bill’s common sense leadership drove reform that resulted in savings to the taxpayer and better customer service for our citizens,” Governor McCrory said. “I look forward to his service on the Industrial Commission where he will be a sentinel for North Carolina’s workers and citizens.”

Daughtridge fills the vacancy created by former Industrial Commission chair Drew Heath who was appointed to serve as McCrory’s budget director. As an emergency appointment, he will take office immediately and is subject to confirmation by the General Assembly.

Kathryn Johnston, Deputy Secretary of Service Operations, has been named to serve as Acting Secretary of Administration.

“Kathryn Johnson is a team builder who delivers results,” Governor McCrory said. “We’re fortunate to have her at the helm of a department that has delivered so many services to the people of North Carolina.”

Daughtridge was appointed Secretary of Administration by Governor McCrory in January 2013. A former three-term member of the North Carolina House of Representatives, Daughtridge brought to the Administration department extensive leadership experience gained in the private, public and non-profit community service sectors.

At the Industrial Commission, Daughtridge will be one of six commissioners responsible for administrating the Workers’ Compensation Act, the Tort Claims Act, the Childhood Vaccine-Related Injury Act, the Law Enforcement Officers’, Firemen’s, Rescue Squad Workers’, and Civil Air Patrol Members’ Death Benefit Act, the Act to Compensate Individuals Erroneously Convicted of Felonies, and the Eugenics Compensation Program.

At the Department of Administration, Johnston oversaw Motor Fleet, Surplus Property, the Mail Service Center, State Parking and the Purchase and Contact divisions.

She came to the department after serving as city manager for a Florida municipality and previously served as Budget Director for the City of Wilmington.

Johnston is a North Carolina native and earned an undergraduate degree from UNC-Greensboro where she double majored in Economics and Political Science. She also earned a Master's Degree in Public Administration from N.C. State.
