New Driver's License Laws Take Effect

RALEIGH -- Beginning Oct. 1, the N.C. Division of Motor Vehicles will implement three legislative changes affecting commercial motor vehicles, driver licenses and identification cards. House Bill 1044 requires DMV to refuse registration or issuance of a certificate of title to any commercial motor vehicle owner who fails to pay civil penalties and fees imposed by the State Highway Patrol.

House Bill 523 requires DMV to use a new driver license designation, the letters AI, when requested by American Indian applicants.

As required by House Bill 1033, an applicant with a developmental disability may receive an identification card at no fee with the presentation of a letter of certification from his or her physician.
