(RALEIGH) -- The board that is considering ideas on compensating victims of a decades long forced sterilization program in North Carolina is set to meet this week to provide final recommendations. Darren Baskt director of legal and regulatory studies with the conservative John Locke Foundation said he believes any compensation should be focused.

"It should be the victims and not the descendants.  It has been mentioned to have the descendants compensated.  The victims are the ones who actually suffered harm. The descendants, we don't know if they suffered any harm at all," said Baskt.

Baskt does believe actions needs to be taken and quickly.  He is concerned that a lot of the aging victims will be dead before a resolution is reached. "There's the feeling that the legislature is dragging their feet on this.  We need to right this wrong and we need to do it quickly."
